Safety Orientation Requirement for Designated Craft Labor Contractors PowerSafe Guide
Designated Generation contractors whose contract language requires it must take PowerSafe Generation to meet pre-work safety orientation requirements.
All new contracts effective August 17, 2009 require designated contractors to use PowerSafe and absorb any costs in their overheads.
Designated contractors with existing contracts should be encouraged to use PowerSafe at their own expense.
- If PowerSafe is not used for existing contracts, it is the contract administrator's responsibility to ensure the appropriate pre-work safety orientation has been conducted. Remember, only PowerSafe or "grandfathered in" training records will be reflected in EMPACT.
The PowerSafe curriculum consists of:
- PowerSafe Generation, an online OSHA awareness-level safety training course administered by the Safety Council LCA, and
- Southern Company Generation Specific, a brief online course that introduces contractor employees to Southern Company's safety culture.
Neither PowerSafe Generation nor Southern Company Generation Specific will replace the plant specific training. Site specific training must still occur at each plant location.
Designated contractors need to setup an account with the Safety Council of Louisiana and obtain a User Name and Password well in advance of starting work. You may direct your contractors to our external website for contractors
PowerSafe Generation and Southern Company Generation Specific may be taken via the Web from any computer with a high-speed Internet connection. This includes contractor's locations, libraries, union halls, community colleges, a worker's home, etc. The Safety Council will provide the contractor with information regarding third party locations available for training.
Training records will automatically transfer from the Safety Council database to the EMPACT system.
PowerSafe training will expire in EMPACT after one year. When PowerSafe expires, refresher training should be performed at the contractor's earliest convenience.
Contract administrators and plant management should determine which contractors will be required to take PowerSafe training.
PowerSafe is intended for on-site craft labor (union and non-union).
Below is a list of designated crafts that would be considered craft labor. This list should be used to determine which contractors should take PowerSafe.

The SCS Craft Labor Department under Eddie Clayton is available to assist the plants to determine which contractors should take PowerSafe as well as to help encourage contractors with existing contracts to use PowerSafe.
